Usage: ON [#|+|-|^|&|@]ICB_CMDOUT [-|^]<parameters> [action]
This is activated whenever you the output of a command from the
ICB server. These commands include joining the ICB server, asking
for the current topic, pretty much anything that isn't covered by
other hooks.
