ircII help - on/send_action

Usage: ON [#|+|-|^|&|@]ACTION [-|^]<parameters>

This is activated whenever you send an action, with me describe or ctcp/action. The parameters for the action are as follows: 

    $0    nickname or channel name to which the action was sent
    $1-   The message
