Usage: ON [#|+|-|^|&|@]SEND_DCC_CHAT [-|^]<parameters> [action]

This is activated whenever you send a dmsg to someone else. The parameters for the action are as follows: 

    $0    nickname of person to whom you sent the dmsg
    $1-   The message itself
